Neighborhood issues deserve follow-through.
Ray Biggs II is a civil engineer, transportation executive, and Capitol Hill neighbor running to bring practical, responsive leadership to ANC 6A06.
His approach is straightforward: listen first, communicate clearly, coordinate across agencies, and stay focused until the issue is resolved. The same discipline required to move complex public projects forward can help make everyday neighborhood concerns easier to navigate and harder to ignore.
The goal is not more process for its own sake. It is better outcomes on the blocks where we live.

Transit & Smart Growth
Bring a transportation and project-management perspective to major changes around H Street and RFK, with attention to transit access, construction impacts, parking pressure, and neighborhood cut-through traffic.

Clean & Green Livability
Demand stronger follow-through on sanitation, alley conditions, public-space maintenance, and tree canopy — including a more aggressive response to the rat problem. That means better trash containment, attention to recurring rodent hotspots, coordinated treatment and enforcement, and follow-through so residents are not left reporting the same problem again and again.

Support balanced growth that welcomes new neighbors and new housing while protecting the everyday quality of life, character, and connections that make the community work.
